TikTok, a popular social media platform, made headlines in May when it announced its decision to automatically label AI-generated content on its platform. However, a recent report by the Mozilla Foundation and AI Forensics revealed that TikTok’s Lite-Save Data version, catering to users in poorer markets, fails to label AI-generated content. This lack of consistent labeling not only raises concerns about the authenticity of content but also points to a broader issue of neglecting safety measures for users in less affluent regions.
According to Odanga Madung, a Mozilla fellow and coauthor of the report, labeling plays a crucial role in establishing trust and ensuring safety on social media platforms. The absence of labels indicating graphic or dangerous content on TikTok Lite raises red flags about the platform’s commitment to user safety. Moreover, the lack of warnings related to sensitive topics like elections and health deprives users in poorer markets of access to credible information and resource hubs available on the full version of TikTok.
The disparity in safety features between TikTok’s full version and Lite version underscores the unequal treatment of users based on their geographical location and economic status. With the prevalence of deceptive AI-generated content impacting global elections, it is concerning that users in poorer markets are left without essential information to distinguish between fake and real content. This discrepancy raises questions about TikTok’s priorities in optimizing the Lite version and the potential repercussions for user trust and safety.
In response to the report’s findings, a TikTok spokesperson defended the platform’s safety measures and refuted claims of negligence in labeling AI-generated content on TikTok Lite. The company maintains that content violating rules is promptly removed from both versions of the app and emphasizes the presence of various safety features. However, the lack of specific examples to address the inaccuracies raised in the report leaves room for further scrutiny and clarification from TikTok regarding its safety protocols.
Lite versions of apps have emerged as a strategic approach for tech companies to penetrate markets with limited internet access and lower-end devices. Facebook’s introduction of Facebook Lite and Free Basics in 2015 targeted users in the Global South facing data constraints, albeit leading to criticism for creating a segregated user experience. Similarly, TikTok launched its Lite version in 2018 in Thailand, subsequently expanding to Southeast Asian markets, where over 1 billion downloads have been recorded on the Google Play Store.
As highlighted by Payal Arora, a professor specializing in inclusive AI cultures, the majority of users in the Global South belong to low-income demographics with restricted resources. The accessibility of TikTok Lite on slower networks like 2G and 3G indicates the platform’s effort to reach underserved populations. However, the lack of consistent safety measures, particularly in labeling AI-generated content, poses challenges in safeguarding users’ online experience and preventing the spread of misinformation.
